The England and Wales Cricket Board (ECB) has banned him in all forms of cricket in England due to his faulty bowling action.
The Bangladesh all-rounder has been prohibited after his bowling action was found to be faulty during a test at Loughborough University.
Until Shakib rectifies his action, he will not be allowed to bowl in any matches organised by the ECB.
The 37-year-old was investigated for his bowling action in Surrey's defeat by Somerset in September, the only match he played for the county, before they sealed a third County Championship title in a row.
His action exceeded the 15-degree threshold allowed by ECB rules, an independent assessment found.
